Lieut.-Colonel O'Brien and three noncommissioned officers nf the Royal engineers arrived here lust night from Halifax, N . S), by way of the Canadian Pacific railway. They have come for the purpose of Hin-voying tisquimalt harbor, as well as other points on tho coast, with the view of selecting suitable sites for fnrts. When built they will he usoil aa naval stationa and military depots for imperial troops, since the Canadian Pacific railway is regarded as the great highway in futuro for military transit to India and China. Surveys and propositions have been marie before, but now something definite must bo done. Since there is a Russian fort opposite, the homo government regards the fortification of the British possessions on the Pacific coast as an absolute necessity. Colonel
